James Hempsall, OBE is the Managing Director of Coram Hempsall’s, supporting governments, local authorities, and organisations to design and deliver high-quality, sustainable childcare and early years provision. This includes shaping national programmes, advising on strategy, and leading consultancy, research, and training that directly impacts how services operate on the ground.
Since its founding in 1999, Hempsall’s has played a key role in major policy initiatives, from expanding childcare provision and improving early learning access to supporting programmes such as Sure Start, childcare entitlements, and national safeguarding frameworks.
Rather than remaining at a theoretical level, James’s work focuses on implementation, translating government strategy into systems that function effectively for providers, professionals, and families. This includes long-term programme delivery, workforce development, and supporting organisations to navigate complex structural and operational challenges
